Storm Drain Betterment

Forgive my ignorance.
I attended Town Meeting and one article debated and voted unanimous ( I abstained because of said ignorance) was a $50,000 revolving fund to spend on solving storm drain issues to be spent by TM discretion. The money to fund this will be generated by fines and permits. I assume the permits will be to connect to storm drains to alleviate overflow but not sure. So my questions are
1. Who will get fined? Will I be fined because I pump my basement into my yard which reaches the street and eventually storm drain?
2. Do I need a permit to pump my basement to street?
3. How much is fine?
4. How much is permit? $50,000. seems like a lot of money to be raised by fine/permit.
5. What will the fund support.
