For those interested I believe hard copies will be made available at several public locations around Town.... ie. Town Hall, Library, etc., so it's easy enough to pick one up so one can be PREPARED for STM Oct. 5th.

Article 7 looks like the start of another slush fund to me. This should be handled by the current Sewer fund as storm and sewer are one in the same.

Regarding Harry's post on Article 7 - I feel like I read about how this will be self-sufficient (as in, how it will take in money), but don't recall where I saw it. Can anyone assist me here? I'm sure that some of it is grant money. Some of it may actually come from the CPA fund. However, I'm most concerned about what is in the back of my head.....did I read somewhere that we may potentially get billed for storm water/drainage issues? I don't want to start a rumor, but I feel like it was at least discussed at some point (perhaps I read it in a newspaper article summarizing discussions at a meeting).

I know that there are lawsuits out there regarding having to cover unfunded mandates in the storm water area, but nothing has been resolved yet as far as I know.

Where do the storm drains flow to?

This is where this new legislation is heading-
http://www.salemsound.org/StormwaterFinancingFAQs.pdf.

I don't know if Jerry is right or its attributed to something else. Since Lowell has a flow meter on our sewage and their is a sizable descrepences in their favor between what we think it should be and what they say it is. I think we esitmated $600K - they billed $800K
