Sewer customers not being charged for years?

Postby theWindMachine on Thu Mar 15, 2012 10:39 am

Any truth to the rumor that the town has lost hundreds of thousands of dollars due to not billing some sewer customers??

... and is making plans to get the $$ back from "customers" who never paid but hooked up anyways.

(We're gonna have some unhappy hookers.)

This is the story -- the BOS wants the Manager to find out where the sewer hook-ups and water users are that are not paying into the system.

One way of doing this is to give a general "amnesty" to these users so that they can self-identify and get with the program they should be on.

The BOS has not discussed this "amnesty" and it remains just an idea and is not a formal proposal. It is just one option to deal with abuse.

The intent is to obtain 100% compliance. Many locations where abuses occur are known. There is an intent to put a stop to these once and for all.

It is a certainty that it is better for those who are skirting compliance to get into compliance than it would be for the town to find them out.

If the locations of abuse are known, they why are they not made to be in compliance. Its very simple pay like everyone else.

if known, send them a bill. if they don't pay, charge them with a crime.

How much in Dollars are we talking about. Enough to reduce rates?

Unfortunately, there is not much cost savings on sewer rates catching cheats because the major cost is in paying the financing costs of our borrowing $100,000,000 to sewer the town.
We also borrowed $20,000,000 to update our water infrastructure. We have financing to pay on this, too. All this was voted at Town Meeting. The only non-transparent item is bringing into line those who are not paying for the water they use or the sewer they use. This is a necessary step but not something whose savings potential can be calculated until the measures are taken to stop the cheaters.

There aren't many sure things in life, but here is one thing that is for sure... even if we made gobs of money on sewer fees based on all this back-billing, never ever would our fees go down, neither will taxes. Rates adjust every year, values adjust every year but you will never see the amount you pay ever EVER EVER go down. Once they got your money, they will spend it.

As for "we voted for this at town meeting".... no we didn't. The sheep were told this was going to be self-sufficient, a win-win all around. Another boondogle, and i did not vote for this, but it is the will of the sheep, even if the sheep were lied to, mislead, or just plain mismanaged into it, you name it... and if it were nine councillors making the decision, it still would have passed because a majority of them would have fallen for it too or had their hands in the pot... take your pick.

Has anyone learned anything yet?
